The troublesome aspect has nothing to do with their consanguinity. Cousin marriage is legal and not particularly problematic for most of the world, even Western industrialized nations. The reason why takes about the last third of the storyline of this manga.
 
Started reading for the cats. Stayed for the story. This is just adorable and I'm glad to see the relationship progressing nicely.
