For those who aren't aware, Tsugumi Ohba, the original author for Death Note, released a new one shot continuing after the events of the original series. I just read it and it's amazing, a perfect love letter to the series with old characters returning and the new one shining. Do yourself a favor and reward yourselves with a good half an hour.

What would the economy actually be like? Surely every citizen of a district getting 1 bil yen each would cause some sort of inflation?

The effects would probably be minimal since they aren't getting the money all at once. That's assuming the money doesn't coincidentally disappear because of an "accident".
