You're thinking of WW2 not WW1.

On the other hand, the uniforms that the artist drew in this chapter are clearly WW2 uniforms so I'm kind of confused.

Different countries use different characters for separating thousands. I personally think commas should be used in English since that's what most English-speaking countries use but if English is the translator's second language then this can easily happen.
