While I totally agree with you, I think it's much healthier to think that the translation community chooses to pick up these pieces of garbage, specifically, because lo-and-behold -- this is what gets consumed.
It doesn't mean that if you had free-picks from Japanese manga, you'd also be able to find actually sane stories, within different magz, within different communities. This is just the crap that's popular here.
