Not that I won't disagree with the point that his behavior towards this situation is massively unrealistic, I can see at least some basis for it.
1. She keeps catching him off guard with flashing him. Especially troubling when in public like they are like in this chapter
2. She's also kinda blackmailing him. She has dirt on him that could ruin his life, so now he's her play thing. Some people don't like being played with.

I don't really get his dilemma. If rejects the agreement, will anyone even believe Komine? She has no friends, and no proof of the incident. Also it's already done. It'll be hard to trace the timeline. If he just go with her whim, he could act like the MC of Nozoki Ana, just give no shit.
