I could be wrong, but I think his role isn't actually like an 'undercover' cop as thought of in many 'western' nations. May be more close to what we would refer to as a plain-clothes officer. So not exactly undercover, but also not exactly 'openly advertising' it.
If truly undercover there would usually be a fair amount of differences to what we see, i.e. If really undercover--in the western way of thinking-- he probably wouldn't have actually had a badge.
Many of the other possible differences could depend on his irl relationship to those he's talking to, etc., etc., but that's (not carrying a 'full badge') one thing that is generally true regardless of his relationship to others.
