@Serenata: They are more of a Homunculus type of being (not sure why the Author decided to refer them as Golem though), aka., Artificial Human. And depending on local laws they might be seen/treated as weapons, so it is possible for a Government to seize those weapons if needed (since laws relating to possession of weapons is defined by the Government).
