@Rifaz I don't know why it took me so long to see it but now that I'm going through the author's older works it looks like the the Kindergarten Kirara-chan goes to is a reference to Ooi's manga Himawari Youchien Monogatari Aiko Desho! So they have been world building for a while and the evolution of the author's art style is crazy.

Then that likely means all his works are in the same universe. Himawari's kindergarten also exists in Ichinensei ni Nacchattara and one of the caretakers in Aiko Desho also appears in Chii-chan no Oshinagaki Hanjouki. Even Orbitaria (untranslated) has a character from one of his others mangas, so it's part of the universe as well.
