How the hell is the Italian translation up first? Why is there never an English version of one piece ever uploaded on this site yet kissmanga always has them up?

I think it's because mangadex has the translators themselves upload the chapters, and right now the English one has a programmed delay of about 14 days. It's uploaded but blocked. You can read it at mangastream's site.
