Ethics comes into play. Having the prisoners work to repay society is fine, especially if it legitimately reforms them. Putting themselves in harm's way to make up for what they've done is something no one should really complain about.

Chopping them up, making them robo-puppets, turning them into private-soldiers without free will? Who polices the Neo Heroes? Who stops them from taking over with their hero-and-criminal cyborg superhuman army?

That's why I don't think Puri-Puri Prisoner and his lot are a problem, especially not in the face of the Neo Heroes.
