16 is the legal age in pretty much every prefecture, but the national age of consent is 13. Each prefecture is allowed to set their own age of consent but the courts have final say. You can violate the prefectural law but be perfectly legal under national law.

it's a weird situation, one people are trying to change by getting the national age of consent set to 16.
