As a guy, I don't quite understand about it, but as a human being, swimsuit and underwear are definitely looks same, regardless the material

From my personal experience, I'd say it has a bit to do with context. Basically, there is a degree of willingness in showing off skin when you wear a swimsuit that doesn't translate when it comes to underwear.

Just think of the different contexts in which a lady is willingly seen in her swimwear versus being seen in her undies...
