This chapter isn't to make people feel bad for her. This is to show people are not born evil and there are experiences that made them that way. It put depth into her character to show she's not just there to be a cannon fodder for the MCs.

I also think it's an opening to a path to reconcile Tougou's relationship with his mother. Makes me think "Ah..this manga is coming to an end T-T"
