Pretty sure the rules didn't prohibit uploading translations just because they have official english ones, just that you're not allowed to upload said official translations.
Not that it guarantees unofficial translations always stay, since some companies can get rather aggressive. (And some groups can go all-out drama.)

While fan-translation may be a legal grayzone, uploading official translations is definitely out
