Why not teleport all the balls into a foreign star and destroy the instructions along with the memories that it exists? The balls are indestructible yes, but that would also put them out of site and un-retrieveable.

Also this SCP doesn’t warrant immediate termination, unlike, say, sentient WILL KILL EVERYTHING uncontainable things. It’s uncontainable once a ball is manifested and the user is unstable yes, but it could have applications against other SCPs and the instruction itself doesn’t go out of its way to make more balls manifest unless read.
