Doubtful. He wouldn’t be able to plan the murder beforehand, since he wouldn’t be able to remember to plan it unless someone else instructed him to.

The plan to murder would still be erased from the original murderer’s memory, but the forensic trail would still lead back to the original planner and the SCP.
