I agree with berta's father. The king is, so far, not looking at berta as a queen but rather just someone to conceive a child. But being a queen means a lot. On average the ability to have children starts around 13, though it has happened as early as 5 in extremely rare cases for both genders (for your own sanity i'd suggest not looking too deeply into this), it's alot easier to know when a girl is able to produce children for obvious reasons, but yes it can happen that early.
