@Al_Azif Its more like, a loop hole since light speed and stuff. If that loop hole did not exist, when a dragon uses time stop, they wouldn't be able to see anything or feel anything. Since senses are tied to outside changes.
In simple terms, everytime you see a different image, that means that light came from that direction into your eyes and you processed.
So if that happens, this "flashbang" should work. Time stop should not stop light.

its a bit of a fool's errand to use science to rationalise a time stop ability, understanding of physics completely broke down when t=0

however, if we were to compromise and assume the timestop is just moving very fast, essentially slowing down perceived time, then the flash bang sort of make sense

speed of light remains constant regardless of relative speed, so the light will still work, a location too blindingly bright will still remains blindingly bright

Well, everything would've frozen over if time stopped anyway so even if it could sense things during halted time, it would've began cold and been warmed up slightly by that light. (I think...)
Even so, I don't think stopping time would've multiplied the effects of the light. The dragon would've absorbed whatever energy it outputted and that would've been the end of it.

tbh you could have probably kill any time stop user with explosion based attacks since they have a fixed amount of time they can stop and therefore only a fixed distance they can run, you just need an explosive blast that is faster than the their speed in 6 secs and you win.
