I can't seem to reproduce this bug.
I was logged in on mangadex, on chapter https://mangadex.org/chapter/553331/, at some point tried going back using the browser's previous page control (dunno how it's called) and only the page scroll level changed. Same when I went forward again.
The page bar at the bottom did not change.
The images were in the same chapter, and they had loaded properly before I proceeded, so they shouldn't have been loading.
The bug stopped when I went back to the first page, the image loaded and the page bar at the bottom jumped to page
I use Version 73.0.3683.86 (Official Build) Built on Ubuntu , running on Ubuntu 18.04 (64-bit)
As this is the first time I encountered this bug, and I use mouse buttons to go back and forward on the pages this is probably a very rare and inconsequential bug.
If you recently changed things in the reader you way want to look into it

I'm having quite a few moments now when going to the next page in the reader doesn't load it but refreshing loads it instantly. This happens whn I am many pages ahead of the last loaded image (and after refreshing there is zero lag from page to page)
