@sarshi@JavelinJoe I think it's a security subroutine that she has no control over kicking in, he has to 100% commit first before she can tell him anything about her goal. Like others have commented it's basically the Terms of Service (TOS) or End User License Agreement (EULA) for contracting with her fully.
The look in her eyes in the first panel of page 24 is ominous. Either she's currently hiding an awful truth from him on purpose (like, say, that fulfilling her mission request will end with him dead after she gets what she wants), or she's feeling "pity" towards him for the suffering that she expects he'll experience while undertaking her mission request.
I thought it was "road-range interference," not "broad range." I thought she was going to give him some mad drifting mad-max urban bicycle skills oh how I miss 1980s bike scifi anime....
