as someone pointed out, the Church is sort of following a strategy laid down by the previous "war of racial genocide"'s losing leaders (all witches), one of whom came up with a last ditch idea after they lost and were retreating to this corner of the continent, and from that idea the Church was born (to create a new army for the next war). Unfortunately, their normal human followers decided it was the witches who lost the war, brought about a coup and bastardized the church's message to blame witches for everything, even coming up with a bullshit mythos to justify things. Of course, conveniently ignoring history that the 1st war, where the witches and humans worked together and it was the humans who constantly were convinced by the demons to save their own skin by turning on the witches; hence the witches decided to take complete leadership control for the 2nd war (and still lost).
Right now, the entire backbone of the true conflict is missing. The Church PoVs are for laying out how the Church has been going about setting things up for them to take over and 'save humanity' (of which if it did go their way humanity would be completely f@#ked), even if the leadership and much of the mid level people are total scum (power corrupts, inhuman actions corrupts, and attracts evil minded people who like what they secretly hear about, etc). It'll take some time before Roland begins learning about all this backstory, 'cause none of the normal witches are knowledgeable about this. The early arcs are just Roland vs demon beasts, Roland vs the nobility, Roland vs his siblings, and then Roland vs the Church, with these 'out of place' plot points coming up in the Church PoV chapters that clue the reader in to all these upcoming hidden conflicts (until the witch Agatha shows up, Chapter 317/~1500)
