@Halo that's not limited to communism. look up eminent domain. In this case the compensation is not being punished for desertion. As he's a noble he likely has obligations to the ruling lord of the area.

That's typically all a noble is meant to be. Granted land and title, he manages estate and economical matters in order to support his higher-ranking lord. Any noble is typically meant to be a minor king in service to a greater one. He broke the rules, he deserted his post, he didn't defend his lord or his people.

Now he wants benefits from fleeing and ignoring noblesse oblige.
