Its pretty stupid of Shovieshu to make an enemy of another nation, even if one of their Archdukes punched him in the face. He’s choosing a potential war over a business deal, and it’s already clear that the Empress is not on his sides. Also the deal is being led by the Empress which several other nobles already allowed.
