Ugghh the thing about the Emperor is that it's becoming more and more clear that he does care about Navier, and he does want her to be happy but he is just... doing the worst imaginable job.
He isn't taking her feelings into consideration and he never actually talked to her, back when they could've sorted things out. Now he's making all these, while feasible, insane plans without even consulting her. What a mess. Can't say I have any sympathy for him, since he dug this hole himself, but I can almost see where he's coming from.
