Yakuza isn't all about violence and street fight. You can only become Yakuza boss if you join a Yakuza and pledge toyalty to the group then gain enough achievements and trust so that the Oyabun would pass his position to you. Someone like Rokudou won't join a Yakuza group by his own will. Moreover, there is a different between teenager gangs and the Yakuza.
