I've actually seen a Doraemon episode like this. There was this magic sketchbook that made everything look like what you drew, no matter how crappy.
I also saw the "but it was a cat" joke coming a mile away -- Norio-sensei has a penchant for such things.
It seems that Chitose takes after Micchan in terms of art skills, although hers is at least kinda cute and not creepy at all.
