Well it's pretty clear inner Moka is the dominant personality. She retains all the memories and can initiate action while sealed, while outer just has those of when she is active.
Either that or this is just an inconsistency the same way the sisters family life shifted from none of the sisters besides Moka being willing to acknowledge Cocoa to having Kahlua being very close to her as well.
