I don't get why this is so highly rated...
The guy is basically trying to enforce socialism without the backing of a pre-existing abundant capitalistic society.
Even Aruna called him out initially when he was just trying to get more "subjects" without even having the bare necessities setup.
He is put into a conservative situation, and because the kingdom gave him no funds, he is literally trying to start from scratch.

I can only assume the mental gymnastics and plot armor required to make this work out.
He is already given the trope of "OP MC" in regards to killing the "Earth Dragon".

I guess it kind of makes sense that it paints him as "dumb" though, but I have a feeling the author is aiming to reward him for being "dumb, strong, and socialistic".
