And here we have a splendid conflict between the Lawful and the Chaotic alignment.

The whole world of manga is being split, slowly but inevitably, between the governmental power (which in the wake of scientific progress tries to create a modern legal society) and the underworld (which wants to be free).

Our protagonist is on the legal side, but her side is not automatically "good". This creates realistic conflicts, without the need for "evil for the evulz" antagonists.
