Probably a redrawing help. Large kanji on either side, one of water, on of howl. Removing them completely is a lot of redrawing, while writing on top of them means you only need to redraw what remains visible.
So replace each kanji with one of the two possible translations and we get to see all options and the redrawer doesn't have to waste more time than needed?
