It's not just that these villains are dumb. It's beyond that.
When a villain is so clearly incompetent and inept, they can only fail and do nothing. That means every moment they are on the screen, is a complete waste of time.
There's something to be said about the authors who insert characters that are not only meant to fail, but have already failed within their very first appearance.
