So, physically, the pivot point of the scissors is closer to the handle than the tip of the scissors, so technically it would produce several times less cutting force at the tip than the compression force of the arms closing together. Pushing the arms together is also usually much less efficient than simply swinging a blade. Well, unless you're just pushing the open end of the scissors straight forward, like a punch but instead with a blade.
