I find it almost crazy people have not been paying attention since the early chapters when they had Saotome in the media, at public rallies and events, etc. to push the image of their entire town. This entire arc hinges on the concept and conflict built from the first few chapters, I feel people just wanted this to be more in your face, when that has been present heavily at the start and in small doses throughout the manga.

Anyone riding a bike can outrun the average, non-Olympic sprinter. My average biking speed over an hour is twice as fast as my average running speed over half an hour.

And since Satoru isn't training to be a sprinter, being able to even momentarily get even and overtake a bike, even if his "opponent" is a kid few years younger, isn't easy.
