Unlikely.
First there's no novel Updates for the manga, meaning this could be an original manga rather than adapted WN.
Secondly, there's only 3 chapters. It looks like this manga started serialization just recently. Hypothetically if it was at the start of 2019, that would put it at 15ish chapters. That's way too few of chapters to be considering an anime.
Third more than likely the PV was an ad to help boost the manga and make it more known.
