I know this manga focuses on the Bastioners in Japan, but there are other hotspots of invasion around the world, I assume.
Also, we are told that Kaijuu choose "high population density areas the vast majority of the time", hence my wildly probably off-the-mark theory.

@justforthelulz I'd also remind you that the freaking World Wars, each of which killed tens of millions of people in the span of a few years (plus the Spanish Flu pandemic immediately after the first one, which killed even more people than the war had) barely put a dent in global world population even in the short term. (Ballparked at ~1.65 billion in 1900 and ~2.52 in 1950; a ten or fifty million off that didn't actually mean diddly squat for the species at large, however awful such mass dying was in human terms.) Hell the Second through unclear and still hotly debated dynamics up and triggered a baby boom in the belligerent countries afterwards...

Summa summarum even apocalyptic industrial wars of ferocity and destructiveness never seen before or since (on account of people figuring out that fighting more of such is Not Worth) are entirely useless as means of population control. THESE shenanigans here would be wholly irrelevant even compared to the background attrition caused by traffic.

Oh, don't get me wrong, I know the odds of my theory being correct are laughably astronomically low, especially given the historical context you've provided.
I just wanted to put my own take on a government/military conspiracy out there, even if the take is really out there.

@justforthelulz A conspiracy of one kind of another would certainly be both par for the course in the genre and in keeping with Ogino's oeuvre (and it's not like whoever runs the Bastioners wasn't already engaging in information control anyway), but I give him enough credit as a writer to assume it'd at least have a more sensible aim.

Fair enough, I am not familiar enough with Ogino's storytelling style to predict one way or the other.

If the gobernment was behind it, they wouldn't let the choosen one bastioner get through training in the first place. Also the Kaijuu was not coincidentally coming through in that training session. So they have some consciousness or aim of their own to atk specifically the protagonist. As of now she is more like a trouble magnet and if she were to end it, the gobernment would have put the light out before she even advanced to become a threat to the "operation".
