It's kind of intimate? I wouldn't like my friends or co-workers touching my hair, unless we are flirting... And I definitely wouldn't like being touched by them (anywhere) when I'm unconscious or sleeping (which is what happened here). That lap-pillow was questionable but he did it out of concern for her health and resting on a lap is different than touching with hands.
Lastly, there are people who simply don't like being touched at all so he's just being considerate.
