Oh so Kate's ability to control soot is something that shadows can do naturally. She should just use it then, who knows if it's an easy way to get to the top.

Soot power seem more common, but for what it seem not all shadows can use them, obviously something is going to force Kate to use her power (probably to save Emilyko) breaking some sort of taboo but at the same time catching the attention the shadows.
