It has nothing to do with who can or not get pregnant, it has to do with who can force who to do something against it's will.
The prejudice is against males because of the physical tendency of males having stronger muscles, so he would have an easier time in comparison of a woman when trying to rape someone.
Realistically, it makes sense.

The fact it's a woman hitting on a young boy shouldn't matter as much as if it was a man hitting on a young girl, both are wrong and repulsive to today's standards.

Culture is partially dictated by biological differences between the genders. The fact that women are weaker, along with chastity being more valued in women than in men, and have a higher potential risk when it comes to sex has lead to women being given certain protections - one of which is a bias towards men when it comes to a conflict between the sexes, especially when the conflict is of a sexual nature.

Context matters. If I stab someone because of self-defense vs stabbing someone out of cold blood makes the world of a difference. Logically speaking - a teenage male will be more responsive to an older woman hitting on him than if an older man were to hit on a teenage girl. This is a fact and is a major reason why no one cares that middle age women were lusting after boybands back in the 90's. Is it true that every teenage dude is going to be fine with being hit on by an older woman? No, but most of them will assuming the woman is moderately attractive. This is why there's so many issues of female teachers having sex with their male students.

The reason the punishment is smaller for female teachers is because the risk for males due to intercourse is nowhere near as much as if it was the reverse. Why? Pregnancy. The law takes this into account by proxy due to judges. Is it legally fair? Not really because the punishments are too far apart but it is logically unsound? No. Context matters. It's because of the biological differences between the sexes - because sex is so much riskier for woman than it is for men and getting a teenage girl pregnant is exponentially worse than a guy losing his virginity - even if both cases were consensual.
