@stef I'm not a native english speaker but I always thought it was another way of saying it and had no difference in meaning.
A quick google search seems to indicate that I'm not wrong, I just prefer twintails because it sounds cuter.
Japan also use twintails instead of pigtails:

Japan's (dead) twintails association also use twintails instead of pigtails: http://twintail-japan.com/
I'm not telling you to use twintails over pigtails if you don't want to, I'm just rambling a bit.
@JaneJeon Gekkan Shoujo Nozaki-kun (Monthly Girls' Nozaki-kun) is like that, it has several couples where the tropes are reversed. Also Witch Craft Works.
@JaneJeon Takane no hana nara ochitekoi, Mizutama honey boy, looking up to you, and maybe to an extent Ano Hito no i ni wa boku ga tarinai, yancha gal anjo-san, karakai jouzu no takagi-san(?). there's definitely more but i cant remember the rest.
Edit: And you're in luck, heroine hajimemashita that just came out might be one of those too.
