@SourTomato1040 mainly, because of two reasons:
1- they obviously didn’t have enough information about how the titan injection works, so they couldn’t take any bets and risk losing both of them
2- there was only one intelligent titan to be eaten (Berthold) at that time. No point at transforming Erwin/Armin into a mindless titan.
