On one hand it all makes sense: You have the contrast between the orgy and our protagonist averting his eyes from Noel when he opened her shirt, Sakura and Doronea need to blend in and it is perfrctly in Doronea's character to act this way.
It depends on how far it will go really, having this happen once during the orgy can be overlooked, but the harem starting to have sex among themselves and the MC never getting any could get irritating fast. Something will probably stop it before they'll finish though.
I still hang to the "yet" from the previous arc, but after a weeks-long voyage of nothing happening I can easily imagine nothing happening for the entirety of the story.
Honestly though he probably needs to admit his feelings for Sakura before anything happens, because she will either be the end girl or after restoring her kingdom a way for him to attain royalty and only then to assure alliances with other political powers he'll have a claim to other haremettes.
