I'd say there's even more of a twist if we see Dhala as the fantasy counterpart of Germany: in WWI, Germany was allies with Turkey, whereas England sided with the Arab rebels and sent Lawrence of Arabia to help them. Here, Not!England is allies with Not!Turkey, while Not!Germany sends Not!Lawrence to help the Not!Arab nomad rebels.
In any case, I like it. More often than not, we've always seen Dhala as the worst of the worst, and their allies as not much better than them. But in the last few arcs, we've seeing the darker parts of Albion's colonial history. Without knowledge of previous arcs, the audience would be forgiven to think that Dhala has the right idea and that the nomads should accept their help to fight those horrible Sinchar guys.
Have to admid, Aldia looks pretty cool on page 31.
I do wonder how Nia will play a part in all of this considering she is also a beast girl and so far she is the only one that has been shown to be able transform

Ofcourse she will be another pair of tits for Kai to suck on, it's pretty much guarenteed.
Of course Aldia's friend was attacked just on time for her to agree to start a rebellion againts the empire. Victorius may have arranged things to develop this way, he is definitely fishy. The council and Albion's coup d'etat happened on the same day, right? so Kai is most likely on his way to Sinchar already.
Well that's awful and comes right on the tails of the cast getting warned that Victorius has a way to make you think that what he wants was your idea. Really obvious signaling, but it's not an insensate way to tip a pivotal character who obviously has very strong emotional ties to particular people. I kind of appreciate that the manga isn't pulling any punches about the horrors of empires and colonialism and subjugating other peoples, despite the... fanservice.
If Dhala can help the Nomads to beat Sinchar, it's fine. As long as they can be sure they won't just swich from one yoke to another. Dhala's conflict with Albion, or anyone else, hasn't really got anything to do with the Nomads.
