it's just a 'ninja thing'

it's often associated with using a special skill/technique, but for manga when you see it it means THIS IS A NINJA OKAY, THIS CHARACTER IS DOING A NINJA THING NOW

I think it isn't actually in the single surviving actual ninja manual (it's a real thing, and pretty cool)
