Too early to rate fairly but if this is all their worldbuilding then it's just 7/10. Looks like this manga will be a character-driven story tho and there's still a lot of time to explore the laws and possibly the change of it. May easily turn into a 9/10 series if the author takes the right steps.

I find it incredibly hard to believe that a dead person who's still alive with the same capabilities as another would be treated poorly
it can be my poor English ... but I can't follow this manga ... not at all ... the more I read the more it seems senseless. They are alive but they are considered dead even if they are alive ... no I don't understand

Depends on your definition of death. Medical practice in certain countries dictates that the cessation of some biological activities equals death. In this particular case we have people without heartbeat, without oxygen intake, whose reason for their movement remains unknown. Nobody knows if this will stick, if someday their state won't deteriorate, or they'll just plain stop moving again.
It's the uncertainty behind the whole deal what makes them fall in a loophole. It's hard to grant them rights because of that. Having said that, there's no excuse for the taxes either. Bureaucracy gonna bureaucracy.
This whole setting is just to setup a big bad terrorist organization who seeks to turn all the living into LDs,or borders, because the government sucks ass (srsly the LDs get a bunch of their rights and employment opportunities plus insurance revoked cuz they are considered “dead” but still have to pay goddamn TAXES !?
