@Vasqueztion As for why they are in their underwear - that dress code seems to apply to all disembodied ghosts? Might be artistic license to get away with drawing less obvious censorship?

@Vasqueztion my guess is that "they shouldn't be wearing ANYTHING as a ghost, but decency reasons"

(Plus one character might be worth the effort of drawing weird poses or things in the way).
The fully clothed ghost is a valid counterargument. She could be an outlier with some unexplained cause, but lacking such information I have to concede that your suggestion currently holds merit.
So my reworked theory for the cause of "gaggle of barely dressed ladies" is that a couple years back there was a frat party on the riverbank, and six(?) girls drowned when they went drunk skinny dipping (only in their underwear). Everything then got covered up due to some misunderstandings (or arranger cover-up) that meant it got mistaken for a cult mass suicide.

Ummm...Guys...I have an explanation for all of those questions...You just won't like them...
The Green River killer was a necrophile known for killing prostitutes en masse and dumping their corpses into the Green river...That explains the amount of girls who are in their underwear who are known for their thottery in said river...
