I actually feel kind of sorry for Hiyama. She is clearly so enamored with Kimura that she basically doesn't know how to act around her, so she just gets awkward and mean. Like a tsundere who is open about their feelings but still gets mad at you.

Good thing that there's more concrete signs that Kimura is becoming conscious of her though.
