I don't think that kind of work is the best idea for building the image of a hero. Local cosplay advertisement done by super rare heroes? There is only one hero per country if she wants to build image there would at least be methods with more reach. (Though maybe the actual point is just to get her used to such situations in which case starting small makes some sense.)
have they stated why they needed to appear in public for stuff? I get that initially it'd be important so the public doesn't fear those who are supposed to be heroes, but not everyone wants attention just like Shy.
I feel like some of you aren't taking the part where this was simply a request into account, and she was the one that accepted without hearing the details first because she would get a non-specified reward too. Maybe the other heroes would have said "No thanks, I'll do my PR shit some other way." That floating shrimp thing was trying to pressure her into it a bit there, but a request is still a request.
