The most important quality of story depends upon the purpose of a particular story, its genre, the readers preference (read: know thy audience), and other factors. What "interests" one readers can "bore the crap" out of another. In my experience, the problem is subjective, meaning that one must collect a vast assortment of personal experiences, emperically, taste others' perspectives, and then, perhaps they'll have a reasonable shot of writing works that appeal to a large number of readers. Unfortunately, there is no one magic answer because what interests people differs because people ourselves differ. That's what's so awesome about being alive! :3 We he different! :3
