@ArpanaR - As far as I remember yes. It's also awarded to some commoners who have done something exceptional like saving a country or sth. Not sure which nobility system they're copying though. I do know there's only a limited number of noble "families" so he either bought a vacant title that wasn't used for years now or he pulled some strings and bought her a new "title" which I think is super rare.

Alternatively, you can also sell your noble status too, which is usually the reason for vacant titles in the first place.
 
@NoireNowaru You don't need to go that far away during medieval times, bourgeois frequently acquiered nobless title in exchange of money, so if he is a Duke he can directly ask the king to grant him a noble title in exchange of favors (money but I don't think between high nobility they would trade for money, it's bad perceveid)
