Considering the situation, him saying "congratulations on your graduation" seems more like a "whatever" to me. Their dad doesn't really seem the type to forgive and forget something at the level of this. Not to mention it would be extremely awkward trying to make conversation, being forced or not.

Either I missed something, or it was a time skip between chapters. There's no possible way their mom would be able to talk like this to them so quickly. Would just be too unnatural even for slice of life manga, which isn't entirely realistic in the first place.
